Board of Trade to Foreign Office. (Received June 23.)
Board of Trade, June 22, 1917. WITH reference to your letter of the 15th June transmitting copy of a despatch from His Majesty's Ambassador at Tokyo respecting the exportation of morphia to Japan and Dairen, I am directed by the Board of Trade to refer to their letter of the 27th February last, and to state that they concur in the recommendation made by Sir C. Greene that His Majesty's Government should refuse applications for licences to export morphia to those destinations unless certificates are obtained from the Japanese Home Office, or from the authorities of the Kuantung Leased Territories to the effect that the morphia is for actual consumption in Japan or Dairen and is for medical purposes only.
As, however, the War Trade Department in the issue of licences to export morphia and its salts are advised not by this Department but by the National Health Insurance Commission, I am to suggest, for Mr. Balfour's consideration, that the War Trade Department should be requested to communicate the decision of His Majesty's Government to the Commission.
